Per http://www.w3.org/TR/REC-CSS2/fonts.html#emsq, The font bounding box is the spacing between subsequent lines. The concept of baseline is defined in the reference, and this baseline provides unambiguous method to specify the glyph positions, based on the class each glyph belongs to. This reference has quite good information in it and we should seriously consider being at least compatible with it.
